According to foreign media reports, the Indian Capital Territory of Delhi has recently approved the draft photovoltaic policy for 2022. According to this draft, the state hopes to have a cumulative installed capacity of photovoltaic systems of 6GW by 2025. In the photovoltaic policy released in 2016, Delhi state's goal is to reach a cumulative installed capacity of photovoltaic systems of 2GW by 2022. So far, the actual installation of photovoltaic systems in Delhi is only 20% of this goal.
The draft PV policy approved by Delhi envisages tripling the capacity of installed PV systems within the next three years. Delhi Deputy Chief Minister Manish Sisodia said that by 2025, the cumulative installed 6GW of photovoltaic systems can meet the share of Delhi's electricity demand from 9% to 25%.
The Delhi government will provide information on the benefits, guidelines and timelines of these PV systems in a web portal.
Sisodia said: "To incentivize consumers to install and use PV systems, the Delhi government will provide various incentives such as Generation Based Incentives (GBI) and capital subsidies. For the first time, consumers will have the opportunity to install community PV systems as well as peer-to-peer trade."
He said the PV policy would provide subsidies to residential and commercial consumers in Delhi. The state government will reduce carbon emissions and create 12,000 jobs through this policy.
"This will make Delhi a model for sustainable clean energy transition for states and cities in India and around the world," he said.
Incentives based on power generation: For residential users who install photovoltaic systems below 3kW, the incentive is 3 rupees/kWh; for residential users who install 3kW-10kW photovoltaic systems, the incentive is 2 rupees/kWh; for installations of photovoltaic systems above 500kW users, the incentive is 2 rupees/kWh.
For the first time, the Delhi government will also offer commercial and industrial (C&I) consumers an incentive of Rs 1/kWh for the installation of 200MW of photovoltaic systems.
Through the implementation of new policies, the Delhi government hopes to install battery energy storage systems in all renewable energy power generation facilities to provide all-weather green energy for Delhi.
