Recently (June-October 2021) energy storage policies have been frequently issued. About 90 direct and indirect policies related to energy storage from the state to the local level have been released or solicited opinions, involving safety, management, electricity prices, and various application fields. The revenue and market expansion of energy storage projects have far-reaching impacts, and energy storage has become the focus of market attention.
In October, the state issued two major documents: "Opinions of the Central Committee of the Communist Party of China and the State Council on the Complete, Accurate and Comprehensive Implementation of the New Development Concept to Do a Good Job in Carbon Peaking and Carbon Neutrality" and "Notice of the State Council on Issuing the Action Plan for Carbon Peaking by 2030" , It is clear to promote the development of new energy storage as one of the important layouts and main tasks for accelerating the construction of a clean, low-carbon, safe and efficient energy system and building a new power system. And in the State Council document, it is the first time to clarify that by 2025, the overall goal of new energy storage installed capacity to reach 30 million kilowatts or more, during the "14th Five-Year Plan" period, my country's energy storage industry will achieve at least a 10-fold increase.
In order to promote the large-scale development of energy storage, the National Energy Administration recently issued 4 direct policies related to energy storage. The "Guiding Opinions on Accelerating the Development of New Energy Storage" clarified the period of the "14th Five-Year Plan" and "15th Five-Year Plan". The development direction of my country's new energy storage has deployed the main tasks of energy storage in technological development and application in various fields. The "Regulations for the Management of New Energy Storage Projects (Interim)" and the "Interim Measures for the Safety Management of Electrochemical Energy Storage Power Stations (Draft for Comment)" standardize the management requirements for the entire process of energy storage, clarify that "non-discrimination" is connected to the grid. The safety responsibilities of relevant national administrative departments have been sorted out and divided, and the management and responsibilities of fire safety in each link have been clarified. The "Electrochemical Energy Storage Power Station Grid-connected Dispatching Agreement (Demonstration Text) (Draft for Solicitation of Comments)" was jointly issued by the National Energy Administration and the State Administration of Market Supervision. For the first time, a grid-connected scheduling agreement text was formed for a new type of electrochemical energy storage power station, eliminating energy storage. Participate in market transactions, and grid-connected scheduling is unfounded.
In the early stage of the rapid development of the energy storage industry, national policies were promulgated in a timely manner, top-level design for the energy storage industry, standardized management to escort the large-scale development and high-quality development of energy storage, and clear non-discriminatory grid connection and form grid-connected scheduling agreement specifications Text, open the last mile of energy storage market transactions.
